Havre City Council President Andrew Brekke will convene a Town Hall Meeting Monday at 7 p.m. in Havre City Hall to talk about the proposal on the November ballot to have Havre switch to a city manager-council form of government.
The existing form of the Havre government, a form provided by the city says, is broken into three branches:
City Council, legislative branch
• Governing body of the city
• Deliberates and adopts all ordinances and resolutions
• Adopts city budget
• Advises and consents to mayoral appointees of department heads and boards
Mayor, executive branch
• Chief executive and administrative officer
• Enforces ordinances
• Presides at council
• Appoints boards
• Appoints/supervises department heads
• Appoints/supervises city staff
• Prepares budget
• Executes bonds/contracts
City judge, judicial branch
• Appoints/supervises clerk of court
• Presides over city court
Under the proposed manager-council form of government, four branches would exist:

This proposed change will be discussed and questions will be answered at Monday’s meeting.
