Shirley was born Dec. 15, 1933, to Ann and Al Scheck in Great Falls. She grew up Chinook, where she graduated from high school. Later, she met her husband of 50 years. As she raised her family in Chinook, she became the Blaine County treasurer and was uncontested until her 29th year as the Blaine County treasurer.

She became a member of the VFW in 1953 and was elected president in 2001-2014. During the VFW election time they would vote her in as president even though she was gone on vacation. She was also involved the Democratic party, receiving an invitation to attend the inauguration of President Bill Clinton.

Shirley loved to garden, cook and help people. There wasn't a day that went by that she wasn't thinking or doing something to help someone in need. After moving out of her house she would still go back her old home and tend to the garden and even plant new flowers and plants.
