Officers made two arrests after responding to a report that came in this morning at 2:49 from a 5th Avenue and 10th Street caller about a man yelling at passing cars. Jordan Patrick Lamphier, 25, of Havre was arrested on a charge of disorderly conduct and Samantha Randolf Goodrum, 23, of Havre was arrested on a charge of disroderly conduct.
