A proposal to raise taxes to fund a $30 million street repair program in Havre was defeated by voters Tuesday.
Voters elected Ed Matter to City Council from Ward 1 and Caleb Hutchens from Ward 3.
The streets plan was rejected 918-1,199, being defeated in all four wards.
Hutchens bested J.D. Cass 334-214. He succeeds Allen "Woody" Woodwick who stepped down after 10 years.
Matter got 441 votes, besting Doug Vance who got 283.
