The people of Montana were the winners in an out-of-court settlement announced last week that let Charter Communications keep $9 million of the $34 million the state says it is owed. Going forth, Charter will pay a tax rate of 6 percent that the state charges other telecommunications firms, not the 3 percent charged cable television companies. Dart — Chinook residents are living without water this week because aging infrastructure caused a water main break. Chinook isn’t the only Hi-Line municipality that has water and sewer lines that are in poor repair. Because of the bedlam over how to best execute condemned prisoners, Montana’s death penalty is on hold. District Judge Jeffrey Sherlock has ordered further hearings on use of phenobarbital as the primary drug used in executions. Three people were killed in Overland Park on Sunday when a self-proclaimed white supremacist opened fire at a Jewish Community Center and a Jewish retirement complex.
