    The Hill County Commission approved a memorandum of understanding with the Montana Department of Natural Resources and Conservation and granted the U.S. Environmental Protection Agency permission to study part of the Milk River.     Xavier Alexander Clark of Havre was sentenced this weeks to 30 years in prison for the shooting death of Dyllan Murray at a party in Havre Oct. 17, 2021, with the judge imposing a longer sentence than recommended in a plea agreement signed by Clark. District Judge Kaydee Snipes Ruiz sentenced Clark, 23 at the time of the incident, to 50 years in prison with 20 suspended on the charge of deliberate homicide.     The Hill County Commission voted at its weekly business meeting Thursday to absorb part of the costs of recent health insurance premium increases for its employees and eliminated one of its offered plans in a vote.     The Great Northern Fair Board announced at its monthly meeting Tuesday evening that its project to replace the fairgrounds’ western bathrooms will not be finished in time for this year’s fair, despite their hopes to the contrary.
