    The Hill County Commission unanimously passed a resolution Thursday to put a 8 mill levy increase to people living outside the city limits for the Havre Ambulance Service on the upcoming general election ballot to make up for the service’s financial shortfall.     Franklin Troy Caplette was sentenced to 30 days probation — with credit for most of a year served — in a plea agreement in which he pleaded guilty to a lesser charge. Caplette was charged with criminal possession of dangerous drugs, methamphetamine, Dec. 11.     Hill County Health Department has announced on their Facebook Page that Montana State Unversity-Northern researchers and Montana Fish, Wildlife and Parks have identified Potential harmful algal blooms in Beaver Creek Reservoir, Bailey Reservoir and Bear Paw Lake. The post says these blooms are blue-green in color and are capable of producing toxins that can sicken or even kill humans as well as other animals.     Hill County now has reported the first COVID-19-related deaths in the county, along with new cases reported in Hill, Blaine and Chouteau counties.
