    For more than 30 years, the Havre City-County Airport has been paying power bills for nonexistent services, airport and city officials say. Airport manager Tony Dolphay discovered about six months ago that the airport has been paying NorthWestern Energy, formerly Montana Power Co., electric bills for 163 unmetered runway lights that don’t exist.     MATT VOLZ Associated Press An Afghan military officer who deserted last month while participating in a training program in the U.S. was arrested on a Washington-state bound Amtrak train, U.S. Border Patrol agents said Thursday.     One runway at the Havre City-County Airport is back open and Cape Air will be continuing its regular schedule. Saturday, after being closed for 21 days, Cape Air will resume flights.     The Havre City-County Airport will be closed Aug. 3 to Aug. 21 while an overdue rehabilitation of the runway is completed. Terry Knowlton, general manager of the airport, said the reconstruction of the runway is part of the $3.1 million rehabilitation program the airport is undertaking.
