    Dave Sheppard, who has been serving the City of Havre for 30 years at the fire station, 13 of which he served as fire chief, is retiring at the end of the year.     Tilleman Motor Company of Havre bought North Star Dodge, Jeep and Chrysler Friday, narrowing the dealership count in town to three.
