    GREAT FALLS (AP) — The Chippewa Cree Tribe is being required to pay up front for work on a $361 million water project after several tribal officials and companies were convicted on corruption charges related to the project, according to a federal official and the head of the tribal corporation building the project.     The Havre Salvation Army's Bonnie Bennett Memorial Kettle ring is in need of more volunteers. Bonnie was a 33-year volunteer who rang the Salvation Army bell at the north door of Gary & Leo's Fresh Foods. She died in October, and the Salvation Army has struggled to find people to ring the bell in her honor. Russell High School girls basketball game against Havre High was called off last weekend because a team member contracted pertussis or “whooping cough.” This prompted concern about the disease and whether it has spread to the Hi-Line.     The results of the latest elections for the four new members of the Chippewa Cree Business Committee was thrown out this morning. Melody Whitford, the judge who oversaw the Jonathan Windy Boy v. Election Board hearing, released her decision in favor of Windy Boy today. Windy Boy, who was a candidate and lost the election, filed a complaint against the way the election was conducted because an honorary member voted.
