    BOZEMAN (AP) — Montana State University officials say a lockdown has been lifted after police found nobody matching the description of two men reported to be carrying a rifle on campus.     Local talent from around north-central Montana will perform at the Talent of the Hi-Line. 7 p.m., Saturday, at Havre High School.     A state agency representative said Monday that the county might need to reconsider a day-use fee for Beaver Creek Park if it means charging people twice to fish.     The newest three members of the Havre School Board of Trustees are Cindy Erickson, Timothy Scheele and Curtis Smeby. Erickson gained the most votes out of the total 928 ballots turned in from noon to 8 p.m. Tuesday. Erickson received 706 votes, Scheele received 597 and Smeby received 545.
