People were dressed as Frosty the Snowman, Santa Claus, elves and reindeer. A record crowd filled the main room of the Boys & Girls Club of the Hi-Line on Saturday night for the annual Festival of the Trees. Most Montana communities have some kind of ordinance requiring snow removal from sidewalks, typically requiring the property owner or tenant to remove snow within a certain amount of time.
