    Staff and wire report DEVILS LAKE, N.D. — The Ramsey County sheriff says authorities are still trying to solve the slaying of a Montana man 12 years ago. The body of 19-year-old Russell Turcotte, of Wolf Point, Montana, was found in a rural tree grove in the eastern North Dakota county on Nov. 5, 2002.     Havre is one of the most exciting and happy places in Montana. That’s the finding of two surveys that seek to find out where Montana cities fit in different categories. Movoto Real Estate Blog endeavored to discover which were the most exciting of Montana’s cities. It checked out 21 cities with a population of 5,000 or more.     The “Everybody Loves Firefighters,” or ELF, food drive, set for tonight and Thursday, has been canceled. Cody McLain, an engineer at the Havre fire station confirmed this morning that this drive has been canceled due to weather conditions.
