    In another Republican major victory in traditionally Democratic Hill and Blaine counties, voters generally had the lowest turnout since 1998. The Secretary of State website reports, with all 17 Hill County precincts counted, a slightly more than 53 percent turnout in the county for Tuesday's general election.     The Bullhook Bombshells, the group that aspires to be Havre’s first roller derby team, held their first organizational meeting Wednesday evening in the Community Room at Holiday Village Mall.     Andy Carlson, the superintendent of Havre Public Schools, said the locker room renovations at Havre High School are complete and the new facilities are being used.     A Havre man has pleaded guilty to raping a 7-year-old girl in 2005. Jacob Walker, born in 1985, had asked Judge Daniel Boucher, to dismiss the charges against him, but ended up pleading to a reduced charge. Walker pleaded guilty to sexual assault when the victim was 7 and he was three or more years older. State District Judge Dan Boucher ordered a presentencing investigation be conducted and set sentencing for Jan. 12.
