    A winter weather advisory is in effect for a region from the Rocky Mountain Front as far east as Liberty County, with a special warning for parts of Hill and Chouteau counties.     Havre High Schools' marching band and color guard team competed in the Mountain West Marching Band Festival in Pocatello, Idaho, this past weekend, going up against teams from Idaho, Utah and Montana, with the color guard taking first in their division.     After a few months of relative quiet, the Blaine County Health Department was notified of 26 new COVID-19 cases in the last three days, a significant jump from the eight they saw between Oct. 24 and Oct. 28.
