    A judge refused to accept a local man’s guilty pleas Thursday in District Court to when he pleaded guilty charges including dragging a woman by the hair before strangling her, throwing a pot of boiling water in her face and kicking her in the teeth. Curtis W. Stanley, born in 1965, pleaded guilty to felony assault with a weapon.     McGruff the Crime Dog will be at the Havre-Hill County Library Wednesday in time for two sessions of Story Time. The library is expecting about 75 kids to show up. Jessica Simms, children's librarian, said that was the approximate number of children who showed up last year when McGruff came to town to visit Story Time.     Havre Daily News reporter Paul Dragu won a first prize for investigative reporting from the Inland Press Association for his series on Sunrise Financial buying properties in Havre.
