    The snowfall that began Sunday night after 11 continued to fall well into Monday afternoon, prompting the city to send out the plows and respond to reports of downed branches and power lines. Havre Fire Department Chief Tim Hedges said fire crews responded to three reports of downed power lines.     Chippewa Cree Business Committee members Harlan Gopher Baker and Beau Mitchell defeated incumbent Ken St. Marks and three other candidates in the primary election for Chippewa Cree Tribal Chair Tuesday, certified results from the tribe say.     The Antelope Court $6 million family housing project near the southern edge of Havre is under construction and expected to be finished spring of 2017. The project is a collaboration between District 4 Human Resources Development Council, Bear Paw Development Corp. and the city of Havre.
