    Hill County Clerk and Recorder Sue Armstrong said her office has been receiving calls from absentee voters wondering why they are receiving messages telling them to register as absentee voters.     2:58 p.m. Spectrum gave an update this afternoon on damage that led to internet, telephone and television service boing out Thursday night and still being out this afternoon.
