    Work on the $2.6 million Havre Storm Drain Project is underway and city planners are hoping the concrete box culverts, which were built in Kalispell by a Havre native, will be installed and the project finished before winter sets in.     A sign posted on the door of the Charter Communications retail location in Havre this morning said that the location will be permanently closing. The sign said the retail spot will close Oct. 28, and that the nearest payment center where customers can obtain retail services is in Great Falls.
