    Havre's Air Fair Saturday has added an aerobatic demonstration to the events, put on by Brittanee Lincoln and Craig Gifford. They are both on the US National Aerobatic Team, and they compete for the United States at the World Aerobatic Championships, which is their equivalent to the Olympics.     The Hill County Commission is taking steps to develop a capital improvement plan that will seek to address the infrastructure needs of the community, voting to submit a planning grant application to the Montana Coal Endowment Program to begin its creation at their monthly meeting Thursday.
