    Fort Belknap Indian Community Council has declared a state of emergency for the Pine Grove fire threatening the Hays and Lodge Pole areas on the reservation and extending south into Phillips County, causing the evacuation of the town of Zortman south of the reservation and the Pine Grove area on Fort Belknap.     Biologists from Montana Fish Wildlife and Parks presented their 10-year Fresno Reservoir fisheries management plan to the public Monday evening in Havre, drawing more people than anticipated. Havre-area Fisheries Biologist Cody Nagel said the plan is the first of its kind for Fresno and was developed with the help of a nine-member citizens advisory council.     A wildfire discovered Monday in the Little Rocky Mountains has led to the mandatory evacuation of Zortman and recommended evacuation of the Pine Grove and Star Hill areas of Fort Belknap Indian Reservation and a warning of evacuation for Hays.
