    Havre’s Public Works Director Dave Peterson said this morning that multiple water main breaks in the city overnight resulted in flooding and some road damage. Peterson said the breaks occurred on Fourth Avenue between Fourth and Fifth streets, another occurred on Fourth Street between Sixth and Seventh avenues, and a main transmission line broke on Third Street between Montana Avenue and First Avenue.     By all accounts, 4-H's activities at this year's Great Northern Fair were incredibly successful, from the students presentations to the shows and the livestock sale, practically everything saw bigger crowds and made more money than last year.
