    BILLINGS (AP) — An airplane with two people on board has crashed at Fort Smith on the Crow Indian Reservation Federal Aviation Administration spokesman Allen Kenitzer told The Billings Gazette (http://bit.ly/14oKSOr ) the plane crashed at about 10:30 a.m. Tuesday.     Havre City Council Monday gave unanimous preliminary approval to a plan to elect city officials on a nonpartisan vote. If council approves the measure a second time in two weeks, it will go on the fall ballot. Should voters support the plan, this fall’s election will be the last time Democrats will face Republicans for municipal offices.     DEER LODGE (AP) — Montana State Prison officials say they haven't received any significant leads in their search for a convicted sex offender who escaped from the prison in Deer Lodge and remained at large on Tuesday.     Though a spot on the Hill County Park Board still was open during its meeting Monday in Havre, the Hill County Commission has narrowed a large list of candidates down to five finalists and is scheduling interviews to select one to appoint to the board. Steve Bullock is seeking federal assistance for damage caused by this spring's flooding in northern and central Montana, especially in Hill and Blaine counties and Rocky Boy's Indian Reservation.
