    HELENA (AP) — A state judge has dismissed misconduct charges against the suspended president of the Hays-Lodge Pole School Board. District Judge John McKeon said in his May 24 ruling that the state lacks jurisdiction to bring the seven charges against John Doney.     The Hill County Park Board Monday night went through a list of proposed changes to the rules and regulations at Beaver Creek Park and plans to post the draft for public comment, once revisions are incorporated.     Havre City Council voted unanimously to give the Havre Softball Association the $77,356 it needs to make major repairs to its facilities south of the city. The money will come from the city’s $128,000 CTEP grant. Council’s action was met with cheers from the audience at Monday night’s council meeting.
