    The Havre Middle School Culture Club closed a successful year learning about cultures around the world at its last meeting Wednesday afternoon. The meeting started with the students building care packets to donate to The Salvation Army. They then celebrated with some pizza before advisor Daisy Sherman presented certificates of appreciation to people who had helped with the club, certificates of achievement to some of the students, and jackets to all of the club members.     There will be a rally held in Pepin Park Thursday, June 1 from 11 a.m. to 1 p.m. in Pepin Park for the National Stand for Children Day.     Tribal Chairman since 1996, Rocky Boy native son Bert Corcoran is retiring this year. Born the son of Delia and Joe Corcoran, Bert Corcoran has had most all jobs in education fields that Rocky Boy and many other places could offer.     A flag retirement ceremony will signal the start of a full weekend of Memorial Day activities in Havre that is expected to include Canadian veteran organizations and a keynote address by Attorney General Joe Mazurek, Democratic candidate for governor.     The Havre City Council will hold a special meeting at 7 p.m. Tuesday, May 30 to try to resolve differences on a proposed contract for dispatch services. Hill County has been providing dispatch services for several years although the contract for such services had expired. Havre Chief of Police Mike Shortell said they sent Hill County Sheriff Tim Solomon a copy of a contract to review and come back with figures for the cost of services.     The Havre Day Activity Center, Inc. held an open house Thursday to show off its new assisted living complex at 304 Seventh St. The complex has 10 apartments with bathrooms and kitchenettes, a utility room, a communal kitchen and dining room, a communal living area and a communal kitchen.
