    An Eagle Scout project collecting American flags for disposal comes to culmination next Monday, Memorial Day. The collected flags will be burned Memorial Day at The Bridge on Bullhook Road Southeast at 3 p.m. during a Flag retirement ceremony.     From Havre Public Works City of Havre nuisance weed ordinance began May 1. Property owners with grass or weeds taller than eight inches will receive a notice. If the weeds are not cut or removed within ten days, the city will remove the weeds and the cost of the removal will be charged to the property owner.     The Havre High track teams were in Belgrade over the weekend, competing in the Eastern A Divisional for a chance to qualify for the Class A state track meet. When it was all said and done, Havre qualified a number of athletes. In the team competition, the Pony girls scored 32 points, finishing seventh.
