The Havre Police Department is experiencing an outage in its 911 communications system and as a result emergency calls are being temporarily routed to the Hill County Sheriff's Department, a post on the police station's Facebook page posted late this morning said. An adjunct professor at Montana State University-Northern has filed a racial discrimination claim with the Montana Human Rights Bureau against the university, an attorney with the bureau said Wednesday.
