    The Bureau of Land Management is holding a meeting in Havre Wednesday to hear comments on its draft management plan for BLM land in northern Montana from Valley through Glacier counties, including plans to improve habitat for the greater sage grouse in the region, oil and gas development and recreation in the region.     A frustrated Havre City Council reluctantly agreed to a deal with Hill County over the city swimming pool Monday night. Under the deal, the county will pay $20,000 to the city each year for three years. There is an automatic renewal after three years unless the county gives 30 days notice.     On a party-line vote, Havre City Council appointed Jay Pyette, a Havre High School teacher and director of Montana Actors’ Theatre, to fill the vacant Third Ward seat. The council’s four Democrats voted to name Pyette, a Democrat, while the other three councilmen supported fellow Republican Debi Rhines.
