    Havre City Council will pick its eighth member tonight, when councilmen choose between Debi Rhines and Jay Pyette to fill the vacancy created by the resignation of Rick Dow. The winner will serve through the end of the year and will have to run in the fall election if he or she wants to keep the seat. The two will be interviewed at a special council meeting at 6:30 p.m., and the selection will be made at the regular 7 p.m. meeting.     Two women are facing felony charges alleging they dragged another woman alongside a vehicle during an attempted theft. Gloria Crazy Boy of Havre, born in 1976, and Leslie A. Crazy Boy, year of birth and place of residence not available, each are charged with a felony count of criminal endangerment and a misdemeanor count of assault.     Rocky Boy’s Indian Reservation police are asking the public's help in locating Robert Grant Alexander, 57, who has been missing about a week. He is also known as Robbie Alexander. Police led a search of the Sandy Creek area in the Bear Paw Mountains for much of the last week without success, Chief Steve Henry said. Henry said Alexander's wife called police early last Monday to report him missing.
