    The Havre Public Schools superintendent said he is confident that the open positions at the schools will be filled by the time classes start Aug. 31.     A local man in his early 20s will be arraigned next week on charges alleging he had sexual encounters with underage girls. Court charging documents say the investigation into Emmett L. Windyboy began in October 2015 after a mother reported that her daughter, who was under 16, was missing.     A group of Rocky Boy's Indian Reservation residents took part in a spiritually infused walk and run Wednesday morning to honor those who have died as a result of substance abuse and to rally the community against the problem.     Montana State University-Northern is launching a new program to encourage women to enter nontraditional careers. The program will encourage women to enter courses leading to occupations that have traditionally had few women, such as plumbing or electrical work, said Cristina Estrada-Underwood, director of Northern’s Office of Diversity and Multicultural Programs.
