    Havre Beneath the Streets has finished second in voting to determine the best underground attraction in the United States. USA Today, the nation’s third largest newspaper which conducted the survey, announced the results Friday. Forestiere Underground Gardens of Fresno, California, finished on top in the voting. USA Today nominated 20 underground attractions in the nationwide voting that has taken place for the last month. On the ballot is a proposal to increase the mill levy by about $10.51 for a home assessed at $100,000.     The 2016 Class A Duals may have started out a little icy for the Havre High tennis teams, but, by the time they were all over, it was all sunshine for the Blue Ponies.     The heavy rains last week wreaked havoc on sports in the Havre area and not even the Montana State University-Northern football team was immune.
