    The standoff at the US Bank building in Havre between multiple law agencies and a man threatening to shoot himself ended after nearly 21 hours with the armed man's death. The shot was fired at 7:42 p.m. Monday, acting Havre Police Chief Gabe Matosich said. The chief wouldn't say the man committed suicide, but he added no law enforcement fired a shot.     A Havre man was sentenced to five years in state custody for molesting a middle-school aged girl, to run along a suspended sentence in another case. Isaac A. Chapa, born in 1993, was charge with sexual assault and sexual intercourse without consent for assaulting a girl Oct. 24, 2012, while he was at a house party in her residence.     City Council Monday night unanimously approved a zoning change that opens the way for a new funeral home at 310 South Dell. Council members unanimously voted in favor of the zoning change after listening to the public comment section of the meeting. This changes the zoning of the property from residential to commercial. It does not ensure there will be a funeral home established at the building, but rather it will open the building up to house a business of some sort.     Havre again is returning to normal after a 24-hour shutdown that ended in the death of a gunman on downtown 1st Street.
