    Havre City Council may soon get a modified proposal to allow people to have chickens on their property. Under a plan considered by the council’s Ordinance Committee Monday, chickens would be allowed with strict regulations.     Havre Trails had their monthly meeting Monday at the Elks Club and spoke of progress made with the US Bank Park project and their April 25 Trail Run. Lindsey Bennett, the president of the group, said that they have received many letters of support from the city, Montana State University-Northern, Boys Scouts of America and others.
