    The proposal to establish a city manager form of government has gained more support inside Havre City Hall. Newly elected city council members Caleb Hutchins and Ed Matter told the Havre Study Commission Tuesday night that they back the proposed city manager as the most effective way to run the city.     Agnes Theresa (Roles) McMaster, 84, of Chinook, Montana, went to be with the Lord on Feb. 15, 2016. Agnes was born on Sept. 23, 1931, in Glenburn, North Dakota, to John and Anna Roles. She graduated high school in Towner, North Dakota, and shortly afterward she met the love of her life, John McMaster.
