Denny Rehberg, R-Mont., has introduced a bill that would make the 81,000 acres of private land within the Upper Missouri River Breaks National Monument exempt from ever becoming part of the monument. If passed by Congress, the bill would keep the acreage, much of which is ranchland, in the hands of the private property owners forever.     Farmers and ranchers in north-central Montana are facing a fourth straight year of severe drought and some may not make it without federal help, local bankers and government officials say.     Former Havre High basketball standout Jason Wirt has been named as the new girls basketball coach at Class A Ronan High School. Wirt, who replaces Bill Buckless, has been an assistant coach for both the boys and girls basketball programs at the school for the past two years.   • High school soccer team places second at state tournament

    The Hi-Line United high-school age soccer team traveled to the state soccer tournament in Stevensville last weekend. The Hi-Line team played four games and finished in second place. In the championship game, the Hi-Line team played Florence and lost 4-3 in a shootout. The two teams were tied, 2-2, at the end of regulation play.   • Havre U-14 team brings home state championship

    The Havre U-14 Big Sky Soccer team capped an undefeated season last weekend, bringing home the state championship in the Big Sky Soccer League. The team traveled to Stevensville for the double-elimination tournament and went undefeated to take the title in the 14 and under age group. Havre was the favorite going into the tournament with a perfect 9-0 record. After the tournament, the team remained undefeated at 13-0.     The KG KouGars enter this weekend's State Class C Track Meet as the favorites to win their fourth-straight state title. The KouGars dominated the District 9C boys meet two weeks ago, scoring 307 points 208 more than Blue Sky in second place. At the divisional tournament, the KouGars racked up 174 points.     This is one dedicated coffee club. Each weekday around mid-morning, they meet at the Quench & Bench, located in the lower level of the Atrium Mall, for about an hour.
