    As Great Falls High and Havre High boys’ basketball teams get ready to battle each other this week, they are participating in a nearly 96-year tradition-playing for the Ole Goat. The Ole Goat is a hand-carved mountain goat sculpture donated by Havre businessman, Ole Flaten, in October 1930 for the great rivalry between Great Falls High and Havre High.     A proposal to use a mixture of funding sources for the reconstruction of city streets was presented to Havre City Council’s Streets and Sidewalks Committee Wednesday night. Council member Andrew Brekke presented a detailed plan that calls for raising some of the money for the project through a mill levy increase that would have to be approved by voters.     A film screening and discussion of the documentary film “Paper Tigers” will begin at 6:30 tonight at Montana State University-Northern in Hensler Auditorium housed in the campus’s Applied Technology Center.
