HELENA — A Republican state lawmaker has agreed to pay a $4,000 fine and not run for public officer for four years to settle a lawsuit that accuses him of breaking campaign finance laws. As late as 1950, the city of Havre dumped only slightly treated sewage into the Milk River. It was inexpensive for the city, and once it was dumped in the river, it became Chinook’s problem.
