Havre Police announced this morning that they have arrested two suspects in the string of thefts that have seen everything from wallets to guns taken from mostly unlocked vehicles.     People arrested on drug or alcohol-related crimes in Hill County have a new option, with Havre's branch of the 24/7 Sobriety Program which officially started this morning.
