  • Fire restrictions eased in region on private, state and federal lands

    Fire restrictions have been lifted in most of Hill County for private, state and Bureau of Land Management lands. Fire restrictions remain in effect on Rocky Boy’s Indian Reservation and in Blaine County except for Fort Belknap Indian Reservation.     Gov. Steve Bullock has asked the United States Department of Agriculture to designate Blaine County a disaster area because of damage caused by the July 4 hail storm. If Agriculture Secretary Tom Vilsack grants the request, Blaine County farmers will be eligible for low-interest loans and grants to help alleviate their problems.     A proposal on whether to fund North Central Montana Transit appears to be the only issue outstanding in the effort to pass a 2015-16 Havre city budget.     Plain Green, the online Rocky Boy’s Indian Reservation-based high-interest loan company, has suffered a legal setback in U.S. District Court in Northern Illinois, the Chicago area. A U.S. District Court judge has ruled that a company trying to collect on a loan made by Plain Green does not have authority to enforce a loan agreement with a Chicago-area man because the deal was made under tribal law.     The jobless rate in Montana went up slightly during July, but Gov. Steve Bullock said Montana still leads the nation in the improved economy. The unemployment rate increased from 3.9 percent to 4.0 percent. The national average has been about 5.3 percent over the past year. As they voted on the proposal, several council members urged that the city undertake a public information campaign to let people know what the proposal contains.
