    The union representing Havre firefighters is filing for arbitration with the city of Havre over a controversial written reprimand given to firefighter D.J. Olsen. In a brief statement issued this morning, the union said its representatives had met with the city attorney and begun the process of picking an arbitrator. The state Labor Department supplies a list of the potential arbitrators and the two sides take turns eliminating them one by one until all but one is eliminated.     The state has approved for Hill County Justice Court a $70,141 grant from the Montana Department of Transportation, the third in a three-year grant to fund the DUI Court. MDT made the announcement Tuesday.     Fire restrictions have been lifted on Rocky Boy’s Indian Reservation. Burn permits are still required in all counties for any debris or agricultural burning and may have additional limits, according to the federal Bureau of Land Management.     Havre Pride, the twice-annual effort to spruce up Havre, will take place 9 a.m. to noon Saturday. Trash buckets will be stationed at 1st Street and 5th Avenue. and at Zip Trip in Highland Park.
