    GREAT FALLS (AP) — The Blackfeet tribe's chairman has reinstated two tribal council members after suspending two others, the latest round of turmoil in what has been a tumultuous year for the leadership of the northwestern Montana tribe.     HELENA — A judge has set a Feb. 3 trial date for five people charged with embezzling hundreds of thousands of dollars in federal stimulus aid from the Chippewa Cree Tribe. U.S. District Judge Dana Christensen ordered the new trial date Thursday after federal prosecutors arraigned the defendants earlier this month on a new indictment charging embezzlement, theft and bribery.     The first ever Great Rocky Mountain ShakeOut starts in Montana Wednesday morning at 10:23, with people urged to “Drop, Cover and Hold On,” the recommended safety practice during an earthquake. The drill will be done in conjunction with the fall testing of Havre’s emergency sirens.   • Havre will take a look at stormwater facilities

    Havre City Council Monday approved using funds to make a plan to improve the stormwater collection facilities and approved deeming Havre as a city that “goes the extra mile.” The city will match grant funds of $15,000 from the Montana Department of Commerce for a total of $30,000 to hire someone to take a look at Havre’s stormwater collection facilities.     For the third time this season, Montana State University-Northern's Abby Nicholas has been touted by the Frontier Conference. Nicholas, a senior from Sandy, Utah was named Frontier Conference Volleyball Player of the Week on Monday. Northern won two matches on the road over the weekend, beating the University of Great Falls 3-0 and Lewis-Clark State 3-1. Nicholas averaged 6.43 kills with a hitting percentage of .365.
