    BILLINGS (AP) — The remaining defendants in a corruption scheme on Montana's Crow Indian Reservation have avoided prison, after a judge rejected the prosecution's claims of significant financial damages. Former Crow historic preservation director Dale Old Horn, his son, Allen, and Shawn Talking Eagle Danforth were convicted of theft, fraud and other charges.     HELENA (AP) — Montana's parole board on Wednesday rejected a clemency application from Barry Beach, meaning he will continue to serve a 100-year prison sentence for the 1979 slaying of a high-school classmate on the Fort Peck Indian Reservation. The decision from the Montana Board of Pardons and Parole marked the fourth time since 1994 that the panel has declined to hold a full clemency hearing for Beach.     A Havre juvenile probation officer is facing charges he raped the mother of one of the children he supervised. Stephen David Mills, born in 1965, was released from jail Monday on $20,000 bond. The state Court Services Division reported this morning he is on paid administrative leave from his probation officer position. Mills was arrested Friday night after charges were filed in court following a several-month investigation.     The Havre Public Schools Board of Trustees met Tuesday night to accept pay raises for the teachers of the district. The raises were part of a contract between the school board and the Havre Education Association.     A man who pleaded guilty to nearly beating a Havre man to death in North Havre in 2004 was back in court Monday, denying accusations he harbored a fugitive from justice in Billings and then fled from the police himself. Ronald W. Britt, born in 1976, denied three violations of conditions of his release in state District Court in Havre Monday.
