    A third defendant in a string of federal cases alleging fraud, embezzlement, bribery, tax fraud, bank fraud and money fraud has pleaded guilty in federal court in Great Falls. A fourth is scheduled to plead in May and others are asking for more time to file a plea agreement.     The Havre Dart League has been shooting since September and will be pitted against each other soon in the citywide tournament at the end of April. The league is made up of teams sponsored by local bars. The Oxford, Bullhook Bottoms, Shamrock's, The Tip-It and The Shanty all sponsor teams.     Student senate election and the new no-tobacco policy voting ended 3 p.m. Thursday at Montana State University-Northern. In a close race, 76 students voted in favor of making Northern a tobacco-free campus and 60 voted against it.     A Havre man pleaded not guilty this morning to charges he strangled his girlfriend to death in Havre March 23. Jordan Lee Carlson, born in 1988, pleaded not guilty this morning to a charge of deliberate homicide in the death of Dawn Beeman.
