The bids for the addition to Highland Park Early Primary School South has come in at more than $95,000 under budget.  "I think the board is very pleased," said Shad Huston, chairman of the Havre Public Board of Trustees, after the board voted unanimously to approve the bids.  "That's definitely good news," he said, adding that they're looking forward to breaking ground on the project that will add enough space to the building to have all kindergarten and firstgrade students under one roof.  The savings can be placed into a contingency fund and used for any unexpected expenses.  If the funds are not spent, then they will remain in the building reserve fund, Huston said.  The temporary fencing around the project is already up, said Josh deVos, the construction manager from Dick Anderson Construction.  Tom Patrick Construction is set to begin moving dirt for the sewer lines Monday, he added.  A total of 22 sub-bid packages were let earlier this week.  The schools decided to do the landscaping in-house so only 21 packages have been awarded.  Some of the bids came in higher than estimated, but deVos said that that was mainly due to changes in planning after the estimates had been made.  Sixty-three bids were received, "which was a lot of bids," he said.  "We had very competitive bids," he added.  The board tentatively set a meeting to discuss the future of Highland Park Early Primary School North, which also houses the Boys & Girls Club of the Hi-Line, for Thursday at 6:45 p.m. in the Havre Middle School assembly room.
